  4.     California motorists have been looking forward to
  5. auto-insurance refunds since November, when voters passed an
  6. initiative calling for a 20% cut in premiums for property and
  7. casualty coverage. But their anticipation turned to anger last
  8. week, when State Insurance Commissioner Roxani Gillespie
  9. declared that most Californians are "not going to get lower
  10. auto-insurance rates" as a result of the initiative.

  12.     The hitch is a May decision by the state supreme court,
  13. which upheld the initiative but ruled that insurance companies
  14. are entitled to "a fair and reasonable" profit. Most of the
  15. state's insurance firms maintained that they should be exempted
  16. on those grounds. After reviewing their profit statements,
  17. Gillespie said she found only 13 companies profitable enough to
  18. warrant rate rollbacks. She announced hearings to examine the
  19. exemption claims of 34 more firms, but further outraged critics
  20. by declaring that evaluations of more than 200 other companies
  21. could take as long as ten years to complete.
